Who is Eligible to Work in Québec as a Temporary Skilled Worker

Individuals eligible to apply to work temporarily in Québec must meet all the federal requirements and gain a Certificat d'acceptation du Québec (Acceptance Certificate) from the province before a work permit can be issued.

Generally, the employer will help determine if you are eligible. The employer may need to get a Labour Market Opinion (LMO) from Human Resources and Social Development Canada (HRSDC). A LMO will verify that the employer is allowed to fill the job with a foreign worker.

In order to work in Canada, individuals must meet the general basic requirements for entering the country and for remaining there, in addition to those for getting a work permit. This could mean you may also need a Temporary Resident Visa.

How to Apply for Work in Québec as a Temporary Skilled Worker

Employers hiring a foreign worker to work in Québec must follow this process:

  • Submit a Human Resources and Skills Development Canada (HRSDC) Foreign Worker Application for a Labour Market Opinion (LMO).
  • Submit to the Ministére de l'Immigration et des Communautés Culturelles (MICC or the MICC regional office):
    • A completed MICC application form for the Quebec Certificate of Acceptance. Either employer or the foreign worker can complete this form. If employer completes the form, an attached power of attorney from the foreign worker authorizing is required and any necessary supporting documents;
    • Applicable payment of fees levied by the Government of Quebec.
  • Once HRSDC and MICC have approved your job offer, employer should send a copy of the joint HRSDC/MICC confirmation letter and the Québec Acceptance Certificate to the foreign worker.
  • Advise the foreign worker to apply for a work permit from Citizenship and Immigration Canada (IRCC).

Note: The IRCC (formerly known as CIC) will evaluate the foreign worker's application and decide whether a work permit will be issued according to the requirements that apply to workers and temporary residents in Canada.

An LMO may be revoked prior to the issuance of a work permit under the following circumstances:

  • The application included false or misleading information; or
  • The employment of the foreign national would likely have a neutral or positive effect on the labour market in Canada; or
  • The opinion is based on a mistake as to some material fact.
